The Planning <br /> Commission reviewed the bylaws during its February 3, 1999 and February 17, 1999 meetings <br /> and then approved the Bylaws with minor revisions on March 3, 1999. <br /> The changes to the Bylaws were made to be consistent with current procedures and practices and <br /> to be better able to respond to planning cases in a timely manner. The changes in effect require <br /> the City to adopt an ordinance to amend the municipal code concerning the types of meetings held <br /> by the Commission. The ordinance amends the Code to redefine what constitutes a regular <br /> meeting and a special meeting, as well as to remove language from the Code which was not <br /> internally consistent with the rest of the Chapter concerning appointments and recommendations <br /> for the filling of commission vacancies. <br /> Discussion: <br /> With regard to the scheduling of meetings, up to now, the Bylaws were drafted such that the first <br /> Wednesday of the month was a"regular" meeting, at which time the Commission called to order <br /> and took action on items discussed at"agenda" meetings, which were held on the third <br /> Wednesday of the month. With the changes to State law requiring cities to act upon planning <br /> cases within 60 days, the Planning Commission has been calling to order on third Wednesdays as <br /> well as first Wednesdays to minimize delays in processing planning applications. The agenda <br /> meetings then became"special" meetings to reflect that they would be calling to order. <br /> The Bylaws have been changed such that both meetings of the month are regular, doing away <br /> with what was an agenda meeting. Special meetings have been redefined to be any meeting <br /> occurring outside of the first and third Wednesday. <br />
