April 15, 1999 <br /> To: Honorable Mayor and City Council <br /> From: Chuck Whiting, City Administrator <br /> Re: April 19, 1999 City Council Work Session <br /> Here's what we have for Monday: <br /> Item 1 -Review of Tax Increment Policies and Practices: We have been trying to get to this <br /> item for some time so I put it first. Bruce, Rick and I can discuss it with the Council on Monday. <br /> I would suggest three objectives for this discussion, one,to gain an understanding of the basic <br /> cash flow and obligations of the tif districts and funds, two, the choices and options the City <br /> faces in either the use of tif funds or the nonuse of these funds, and three,to keep the discussion <br /> to 45 minutes,maybe an hour if you are on a roll. What is ultimately necessary is for the <br /> Council and staff to agree to the acceptable use of tif in this community. While that is hard to do <br /> in a short meeting, it is more difficult to determine the long term objectives when faced with an <br /> immediate project. What doesn't get done Monday will likely get confronted again in the <br /> summer and fall as we do the budget. <br /> Item 2 -Review of Planning Commission Bylaws and Discussion Re: Proposed Ordinance <br /> 629: This item refers to the appointment process and the relationship between the Council and <br /> Planning Commission in that process. <br /> Item 3 -Truck Traffic on County Road H2: There have been questions regarding truck traffic <br /> on H2 and some discussion may help address any problems. <br /> Item 4 - Golf Course Billboard Discussion: With the Planning Commission reviewing the idea <br /> of billboards on or near the golf course, John will be present to brief the Council on where this is <br /> at. <br /> Item 5 - Community Objectives and Survey Discussion: We scheduled this and can discuss it <br /> as to what is wanted next. <br /> Item 6 -Building N: We have been contacted by Tim Nelson in response to Monday night's <br /> meeting for some clarification and discussion of the agreement voted down. After some <br /> discussion with the Mayor, it seemed appropriate to place the matter back on a work session <br /> agenda and hear Mr. Nelson's comments. <br /> Item 7 -Remnant Parcel Survey Results: Rick can review these with the Council and discuss <br /> the next course of action. <br /> Item 8 -Review of I-35W Corridor Study and Developments: Rick and I can go over this <br /> with the Council. This along with some other parts of the packet were not ready by Thursday <br /> �3 <br />
