STAFF REPORT <br /> TO: CHUCK WHITING <br /> FROM: JOHN HAMMERSCHMIDT <br /> TOPIC: BILLBOARDS <br /> DATE: APRIL 7, 1999 <br /> The City Council has resolved that I pursue the possibility of locating signs on the <br /> city property that runs along 35W and HWY. 118. These signs would be installed <br /> by vendors who would sell advertising on the signs. I have identified nine locations <br /> that would be accessible to advertising vendors. We would request that the Planning <br /> Commission approve the changes necessary so that these billboards could be <br /> installed upon City Council approval. The City Codes affected are outlined in the <br /> memo from Rick Jopke that is included in your packet. A map with the nine <br /> locations was made available at the meeting on April 7, 1999. <br /> The planning commission wanted us to file a variance and come back to them with <br /> images or models that show specific signs in specific sites. Their will be a <br /> considerable cost to the vendors to accomplish this. Because of this the suggested <br /> procedure is to make sure a majority of the council agrees to at least some <br /> billboards and set up a work session or a committee to select a vendor. I will draw <br /> up the RFP and Rick Jopke will do the variance. <br /> A date needs to be set for the selection of the vendor. Items that should be included <br /> and be discussed are: Sunset provisions, content control, penalties for early removal, <br /> allocation of revenues, minimum guarantees of revenue, revenue escalation, and any <br /> add ons such as additional signs for the golf course or city hall. <br />
