setting a precedent for something we have a policy on and then we have other people who want
to follow this.
Mr. Marty stated during the work session this has been a tough decision. Mr. Marty stated he
wanted to find an equitable solution to resolve this situation. This weekend Council Member
Thomason called me and she ran this idea past me and we didn't have the actual numbers but in
thinking about it more Mr. Marty ran for this job under the premise for being fair and in looking
at all these options these are just numbers pulled out of the air. This is one that Mr. Marty felt
would be fair because the Chief was an officer for 13 years. Since that time, he has been the
Chief and considered staff, so the justification for his 2700-plus hours comes out to pay him 65
percent for the years that he was an officer and we pay him 50 percent of the 960 for the time he 1''
was in management. This is still a considerable cost savings to the City in a number of aspects.
If we would go with option D paying 65 percent of 2700 hours, that's $57,318. The Chief was
willing to settle for less, but Mr. Marty stated the fair thing is to support Council Member's
Thornason's formula.
Bruce Brasaelme, 5127 Long Lake Road. Mr. Brasaelme appreciates the effort that Council
Member Thomason has come up with this. She has come up with a reasonable compromise. Mr.
Brasaleme stated even while the Chief was considered management and staff, he was still
patrolling the streets along with the other officers. In light of that fact, he should be treated as
the other officers and get the higher compensation.
Mr. Stigney stated the Chief has never worked as a union employee where they were granting 65
percent, so to retroactively apply it to him is not really fair to the tax payers to pick up the cost of siI
this. The City of Mounds View is paying far better benefits than other cities.
Mayor Coughlin mentioned the Chiefs perspective was the 65 percent of the full 2700 hours of
accrued time.
Mayor Coughlin requests further discussion. ¶'!
Motion/Second: Thomason/Marty. To approve 5313, Chief Ramacher's severance agreement.
Ayes - 3. Nays-1. (Stigney votes against).
9G. Consideration of resolution 5325 and 5326 for severance package for Rick Jarson.
Cari Schmidt stated the City is in the process of potentially contracting with Blaine and Spring
Lake Park Fire Departments for official services. In the interest of getting the ball rolling and
interest of time and notice requirements once City employees are laid off we need to bring the
severance package before you. Resolution 5325 and resolution 5326 establishes severance plan
for the City of Mounds View building official and also abolishes the building official position
within the City. This is the same severance package that was offered to the Park and Recreation
22 U:\CARIS\COUNCIL\MINUTES\MVCC22.MAR
ji;
