9 A_ <br /> RESOLUTION NO. 5330 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> A RESOLUTION ACCEPTING A REPORT FROM THE MOUNDS VIEW STREETS <br /> POLICIES COMMITTEE ON RECOMMENDED CHANGES TO EXISTING STREETS <br /> POLICIES AND SETTING PUBLIC NOTICE AND HEARING DATES FOR FURTHER <br /> COMMUNITY REVIEW AND INPUT FOR FINAL POLICIES CONSIDERATION <br /> WHEREAS,the Mounds View City Council established a Streets Policies Committee in <br /> Resolution 5267 on September 14, 1998; and <br /> WHEREAS,this committee was charged to review the street reconstruction and <br /> assessment policies, and the city's financing abilities pertaining to those policies; and <br /> WHEREAS,the Streets Policies Committee has met during the period since and has now <br /> completed its report pertaining to its charge; and <br /> WHEREAS,the recommendations in the report are as follows: <br /> Recommendation#1: The standard from which to start considering a street improvement should <br /> be based on the current design of the street. <br /> Recommendation#2: [That] streets should be designed to provide a safe driving surface,but no <br /> wider than necessary to minimize the amount of impervious surface. The City will consider all <br /> drainage options. <br /> Recommendation#3: [The city should] determine the concerns of the residents who are <br /> involved in the project through a City-sponsored questionnaire and follow up with <br /> additional informational meeting with those residents before Council approves action. <br /> The feasibility study is to incorporate the residents' issues and concerns. <br /> Recommendation#4: [That] the City integrates a flexible 18-to 36- month time schedule for <br /> street reconstruction projects. <br /> Recommendation#5: [The City should] integrate certifying our MSA road system as complete <br /> into the city's overall project improvement plan. <br /> Recommendation#6: [That] the City considers bonding and/or creating interest-bearing-only <br /> funds to contribute toward the City's share of reconstruction costs. <br /> Recommendation#7: [That the City should] reduce the property owners' assessment from 50% <br /> to 20-25% of the reconstruction project. <br /> AND WHEREAS, residents can read the full report during working hours at Mounds <br /> View City Hall and authorizes staff to publicize the report in the local media and city newsletter; <br /> and <br />
