F , <br /> issue is first, whether the Council should consider allowing this employee to use a value <br /> attributed to unused sick leave for ongoing health insurance premiums costs instead of a one time <br /> severance payment. If so,then the amount to be used would need to be determined. I will forego <br /> detailing this further until the discussion Monday evening, but that is the basic issue before the <br /> Council. <br /> Item 9G- Severance Package for Rick Jarson: The Council should recall that the city is <br /> attempting to reach an agreement with the fire department to manage the city's building <br /> inspections. The budget was structured in 1999 to make this change April 1. Mr. Jarson is <br /> entitled to a severance package, and one is presented here based on the same terms agreed to last <br /> fall for two parks and recreation employees. In order to do this with Mr. Jarson, the Council <br /> needs to make an action committing to out sourcing of the service. This gives reason and allows <br /> the severance package to be offered. Despite the situation that a final agreement with the fire <br /> department is not ready, it would appear to be the appropriate thing to do respecting Mr. Jarson's <br /> situation and that no unforeseen problems exist in reaching terms with the fire department. I <br /> would recommend the Council approve these two resolutions Monday, and can expect the <br /> agreement with the fire department to be ready by the April 12 meeting. Staff will also ensure <br /> that the inspection service is provided in the short term if necessary. <br /> That's it for now. As of this writing,we are waiting for action to be taken on Representative <br /> Haake's airport bill. The House Transportation Committee met this morning hearing only our <br /> side of the bill before adjourning. They will be reconvening at 7 a.m. Friday morning, and I <br /> anticipate knowing the outcome mid morning and will relate it to you all. Ms. Haake make an <br /> impassioned series of statements this morning, as did Mayor Coughlin even as sick as he has <br /> been. Eden Prairie and Lake Elmo also testified effectively. Friday will be MAC's turn. Our <br /> lobbyists have been working hard on the committee members today. A late Thursday <br /> conversation with Ms. Haake had her feeling confident of a one vote victory for Friday. <br /> That's it for now. Have a good weekend and see you Monday. <br />
