The applicant is proposing to use an existing parking lot which is surfaced with <br /> asphalt. <br /> Section 1125.01(1)e lists possible adverse effects which are to be considered in all variance and <br /> conditional use permit requests. <br /> 1. Relationship to Municipal Comprehensive Plan. <br /> 2. The geographical area involved. <br /> 3. Whether such use will tend to or actually depreciate the area in which it is proposed <br /> 4. The character of the surrounding area. <br /> S. The demonstrated need for such use. <br /> The proposal is for a temporary greenhouse in the parking lot of an existing shopping center. <br /> This type of use is consistent with the comprehensive plan. The shopping center is surrounded by <br /> roadways and the area where the use is to be located is 1,000 feet from the nearest residential <br /> property. The short duration of the use will result in little, if any, effect upon the surrounding <br /> area. The sale of flowers and plants is a typical seasonal business in a community such as Mounds <br /> View and it serves a community need. The Planning Commission reviewed these items at their <br /> meeting on March 17, 1999 and found there to be no discernible impact to the community: <br /> Planning Commission Action: The Planing Commission, at their meeting on March 17, 1999, <br /> voted unanimously to approve Resolution 573-99, a resolution recommending to the City Council <br /> that this conditional use permit request be approved. <br /> Council Options: <br /> a. Direct staff to prepare a resolution approving this conditional use permit with stipulations <br /> as deemed necessary to allow an outdoor flower mart and garden center at Moundsview <br /> Square shopping center and bring it back to the Council for action on April 12, 1999. <br /> b. Direct staff to draft a resolution with findings of fact that denies the conditional use permit <br /> for an outdoor flower mart and garden center at Moundsview Square shopping center and <br /> bring it back to the Council for action on April 12, 1999. <br /> c.
