02/24/99 WED 11:06 FAX 6124474245 CITY OF PRIOR LAKE E1002 <br /> Revised May, 1997 <br /> JOB DESCRIPTION <br /> POSITION TITLE: Personnel Director/Assistant City Manager <br /> DEPARTMENT: Administration <br /> REPORTS TO: City Manager <br /> EMPLOYMENT STATUS: Exempt <br /> NATURE OF JOB: <br /> This is a highly visible, confidential, and exempt position providing administrative support to the <br /> City Manager, responsible for personnel management, general administrative support of the City <br /> Manager and City Council, oversight of the management information system, and special projects as <br /> assigned. <br /> MAJOR AREAS OF RESPONSTILITY: <br /> • Acts as the City Manager in his/her absence. <br /> • Serves as Personnel Director <br /> • Develops and administers Personnel Budget <br /> • Ensures central personnel records and files system is maintained in a secure, orderly and <br /> up-to-date manner, consistent with applicable legal requirements <br /> • Coordinates the hiring process for all regular full-time and part-time personnel. <br /> • Administers organized labor agreements and personnel policies. <br /> • Makes recommendations to maintain reasonable pay equity between job classifications. <br /> • Recommends Personnel Policy changes to the City Manager. <br /> • Coordinates employee committees and personnel training activities. <br /> • Serves on the management labor negotiation team with all bargaining units. <br /> • Oversees regulatory matters including, but not limited to EEO, ADA, OSHA, PELRA, <br /> and DOER compliance. <br /> • Assists the City Manager with general administrative duties. <br /> • Serves as the City Manager's representative with civic and governmental organizations. <br /> • Coordinates preparation and production of agendas. <br /> • Drafts and coordinates preparation of department staff agenda reports and articles for <br /> publication. <br /> • Researches policy issues and prepares reports for and recommendations to the City <br /> Manager. <br /> • Prepares special reports for the City Manager and Council. <br /> • Makes oral presentation to City Council and other groups as appropriate. <br /> • Serves as System Administrator of personal computer network <br /> • Develops and administers data processing budget <br /> • Coordinates procurement and use of technical support personnel <br /> • Assists the City Manager with the budget process. <br /> • Assists with overseeing election activities. <br /> • Performs other duties and responsibilities as apparent or as delegated by the City Manager. <br /> ENVIRONMENTAL CONDITIONS: <br /> • General office conditions. <br />
