There are a couple of issues that need to <br /> be addressed prior to the beginning of the project. <br /> 1. Ramsey County does not recommend constructing gravel shoulders on a residential <br /> street. Gravel shoulders present a liability and increase maintenance. If residents are <br /> seeking an area on or adjacent to the driving surface for walking or bicycle use, the <br /> County would recommend a two foot bituminous shoulder. This would also lessen the <br /> amount of future edge break off from buses, refuse haulers and mail carriers. Staff <br /> cocow <br /> ncerns with Ramsey County's recommendation. Staff seeks Council direction in this <br /> issue. <br /> 2. The segment of Spring Lake Road between Co. I and just south of Bronson Drive is a <br /> curve around the east edge of the lake. The road is super elevated and carries all of the <br /> water from the residences on the east side of the street and the street runoff to the west <br /> edge of the road. If the new construction remains the same as the existing profile and <br /> some type of barrier is not constructed on the edge of the south bound lane, erosion of the <br /> shoulder and boulevard could be extreme in heavy rain events. Water sheeting across the <br /> street during the freeze/thaw cycles in the spring also creates problems with icy <br /> conditions after dusk. Some discussion of the street profile needs to be addressed. <br /> Staff seeks Council direction in this issue. <br /> 3. The intersection of Spring Lake Road and County Road I is extremely large. Is there a <br /> desire to reduce this area, and create as close to a possible, a 90 degree intersection. <br /> Staff seeks Council direction in this issue. <br /> 4. When Anoka County reconstructed it's portion of Co. I which terminated at <br /> Pleasantview Drive, they also constructed a trail on the north side of the street. The path <br /> also terminated at Pleasantview Drive. Does the Council wish to extend this path into <br /> Mounds View and connect with the sidewalk on County I at Silver Lake Road? Staff <br /> would consult with representatives from St. Paul Water to determine if a path would be <br /> allowed on their ROW, and if so, what would the construction standards be. Ramsey <br /> County has indicated that the County would pay for 25% of the cost for new <br />
