MEMO February 26, 1999 <br /> To: Honorable Mayor and City Council <br /> From: Chuck Whiting, City Administrator <br /> Re: March 1, 1999 City Council Work Session <br /> Congratulations to Rob and Wendy Marty on their birth of Robbie Jr. We hope everything is going <br /> well. As far as Monday night is concerned,we do have a number of things,many though should not <br /> take too much time. The remaining items are meant to get Council discussion underway regarding <br /> significant policy objectives. So, we can see how things go. My comments here are going to be <br /> more brief than usual since it has been a busy week and I am trying to rap some things up. Here <br /> goes: <br /> Item 1-Forester Report: Rick Wriskey will be present to introduce himself and cover some tree <br /> related topics the Council may find interest in, particularly as spring approaches. Questions about <br /> tree trimming, leaf and brush pickups, storm responses and the like are good discussion items for <br /> Monday. <br /> Item 2-Redevelopment Proposal for 2091 Hillview Road: Steve Dorgan will report on this item. <br /> A reminder, the Home and Garden Show is going on at the MVCC this weekend. Please stop in. <br /> Item 3 - Substandard Street Extension: Staff will report on this item. <br /> Item 4 - Streets Committee Report: I attended a lengthy Streets Committee meeting Thursday <br /> night along with Mike Ulrich and Council member Quick. The Committee will request more time. <br /> Chairperson Mary Malrick will be present to update the Council on the Committee's work. <br /> Generally, they have reached a point where they would like to formulate their final positions on <br /> streets and assessment policies. Work is still needed though to clarify their positions. The group <br /> has not spent a great deal of time looking at the fiscal implications of changes to the assessment <br /> policy,but does seem to have some sense of where those policies should go. I would expect another <br /> month will greatly help them complete their report. <br /> Item 5-Spring Lake Road 1999 Project: Some discussion with the Council regarding this project <br /> should take place in order to determine the preferred process for this year. It should be recalled that <br /> when the City Council acted last May, the general action was to approach the County to redo the <br /> road. While this was generally satisfactory to the residents involved, some particulars should be <br /> reviewed and preferences determined with the Council. Mike will address this item. <br /> Item 6 - City Consultant Agreements: We had this item on the agenda a couple of weeks ago. If <br /> Council members can bring the attorney and engineer agreements with them, it would be <br /> appreciated. I will bring a couple of copies if you no longer have them. Essentially, while we have <br /> designated these two firms for their services,the City often enters into consulting arrangements,and <br />
