To: Chuck Whiting mEmo
From: John Hammerschmidt
Subject: Golf Course Operations
Date: February 25, 1999
I have made a list of golf course items that the City Council may want to discuss.
The amount of time needed to cover all these items (5-6 hours)would suggest three
different ways to schedule them.
1) One work session just for golf course items
2) Cover each item in separate work sessions throughout the year
3) Cover the items in televised golf course committee meetings and
bring the recommendations and summaries to the Council
The following items have been discussed and approved by the golf course
committee. They have also been presented to all the City Council members in either
draft form or draft form and meetings. (See exhibit A)If their is a desire to discuss
each of these items again, I would estimate needing 1 to 2 hours to do so.
The second topic that needs to be addrressed is the placing of billboards on the golf
course and adjacent city property. ( See exhibit B)
The third topic would be the past, current, and future budgets of the golf course.
This would include 5 year and long term projections, seperation of operation
budgets from capital and lawsuit expenditures, possible expansion of the golf
course, refinancing of existing bonds, and feasibility of selling the golf course at
some point in time.
The last item which has been discussed for some time, is to have an open to the
public meeting just to answer any question from the community about the golf
course. The purpose of this would be to correct some of the misconceptions suc as,
how the golf course was funded, what the lawsuit was about, is it costing the
taxpayers money to operate?, etc.
For the work session on March 1, 1999 I would recommend that we discuss the
billboard issue and what direction the Council wants to go in. With spring rapidly
approaching, and the golf course needing to put up some signs for advertising, this
issue becomes a priority. The Council could then indicate how they want to handle
the rest of the issues.
The other priority issue is whether the council wants the golf course to rent out the
specialized equipment we have to other cities or golf courses. The aerators and
