(EXHIBIT B) <br /> STAFF REPORT <br /> To: Chuck Whiting <br /> From: John Hammerschmidt <br /> Date: 2/8/99 <br /> Topic: Billboards <br /> HISTORY: <br /> One of the projects at the golf course that has been discussed since 1996, has been the placement <br /> of golf course signs along 35W and Hwy 118. We have had several temporary signs and one <br /> permanent sign put up since construction started in 1994 along Hwy 118 and 35W. <br /> The temporary signs have been taken down and the permanent sign in back of the third tee is <br /> inadequate. With the volume of traffic and potential customers driving by the course each day we <br /> need to put up signs advertising the golf course and the driving range. The importance of these <br /> signs are primarily to increase the business on the driving range, which is hidden from view when <br /> driving past. <br /> I have looked into several different ways to pay for these signs by either having companies <br /> sponsor them or sell advertising space on the sign itself. At the same time I was contacting <br /> companies to see if there was any interest in being sign sponsors, the City of Mounds View was <br /> contacted by Eller Media to see if the city had any interest in generating revenue by allowing <br /> billboards to be put on the golf course and city owned adjacent property. <br /> TO DATE: <br /> I have had several meetings with the sign manufactures and the advertising companies to research <br /> what the proposals would be. We looked at possible locations with the idea that the billboards <br /> would be placed in out of the way areas that would also be accessible to their vehicles. We came <br /> up with seven possible sites. Three of these would be designed to help keep balls from leaving the <br /> golf course and the other four are all in the existing wooded areas. <br /> The advertising agencies would pay the city of Mounds View a percentage of the revenue dollars. <br /> This amount would have to be negotiated, but the minimum they would quareentee would be <br /> $12,000/year per sign. This would mean a minimum of$84,000/year to the city to reduce the debt <br /> at the golf course and to use for the general fund. <br /> LOOKING FORWARD: <br /> To go forward with this project would mean that the city needs to change an ordinance and <br />
