RESOLUTION NO. 99-EDA-103 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION APPROVING APPLICATION TO RAMSEY COUNTY FOR A COMMUNITY <br /> DEVELOPMENT BLOCK GRANT TO PROVIDE FINANCIAL INCENTIVES TO MULTI-FAMILY <br /> PROPERTIES WHICH ACHEIVE CRIME FREE HOUSING CERTIFICATION <br /> WHEREAS, the City of Mounds View and the City of New Brighton assist in the coordination <br /> of the Mounds View— New Brighton Property Manager's Coalition. One of the many functions of <br /> this group includes the promotion of a Crime-Free Multi-Housing Certification for individual <br /> properties; and <br /> WHEREAS, properties receive Crime-Free Certification when they have completed three <br /> specific phases including; 1) training, 2) crime prevention modifications to the building and grounds, <br /> and 3) a block club or complex party; and <br /> WHEREAS, the 2' phase of the certification process often requires specific improvements to <br /> the building and grounds, which are sometimes expensive and delays the property from achieving <br /> the Crime-Free Certification. The grant would be used to offset the financial burden incurred by <br /> multi-family properties during the 2"d phase improvements; and <br /> WHEREAS, to date, only four properties have completed all three phases of Crime-Free <br /> Multi-Housing Certification within Mounds View and New Brighton. One of those properties is <br /> located in Mounds View; and <br /> WHEREAS, It is intended that assistance be provided to multi-family property owners for the <br /> purposes of achieving Crime-Free Certification without causing rent increases onto low-moderate <br /> income tenants of the properties as part of making required improvements. <br /> NOW THEREFORE, BE IT RESOLVED, that the Mounds View Economic Development <br /> Authority hereby recommends application to Ramsey County for a Community Development Block <br /> Grant for$25,000 to provide financial assistance to multi-family properties for the purpose of <br /> offsetting infrastructure expenses incurred in the process of achieving Crime-Free Multi-Housing <br /> Certification. <br /> Adopted this 8th day of February 8, 1999. <br /> Dan Coughlin, President <br /> ATTEST: <br /> Charles S.
