Although the City's <br /> current SCADA system is proprietary, initially it was thought that two bidders for the project <br /> might be a possibility. At this time it appears that only one bidder will meet the specifications. It <br /> is possible that the City could receive one or more bids that do not meet specifications and will <br /> address a total change out of the controls for the system. The bid opening is on Friday, January <br /> 29, 1999. Staff will review and analyze the bids and make a recommendation to Council at the <br /> work session. <br /> Prior to the 1999 budget and advertising, staff received two preliminary quotes for the proposed <br /> project. Staff has some concerns regarding the singular bidder that would meet the specifications <br /> for the system upgrade. If the bid appears to be high, staff may have an alternate direction for <br /> Council to consider. <br /> It could be possible to changeout the Remote Terminal Units (RTU's)to non-proprietary <br /> controls. This would require a new set of specifications and re-advertising the project. While this <br /> option will likely cost more initially, it will open the specifications and possible bidders for the <br /> project and will release the City from proprietary control suppliers. The remaining option would <br /> be to purchase the SCADA upgrades directly from the vendor and hire an independent contractor <br /> to install and program the system. Some difficulties are possible with this option in regards to <br /> warranties and negotiating an installment price. <br /> Staff will present the bids and further elaborate on the history of the current SCADA system at <br /> the work session. <br /> If Council has any questions regarding this project that staff can research or answer prior to the <br /> meeting, please feel free to call me. <br /> Michael Ulrich, Director of Public Works <br />
