At that time, staff was also <br /> directed to arrange for the clearance of the property for redevelopment purposes. On January <br /> 21, 1999 the City closed on the purchase of the subject home. Staff is now prepared to begin <br /> clearance of the property so that the property may then be resold for the construction of a new <br /> single family home as outlined in the HRP policy. This memo is to update the City Council on the <br /> status of the subject lot as well as provide an outline of actions, which will be taken to prepare <br /> the property for redevelopment. <br /> Demolition Requirements <br /> The condition of the house on the lot is very poor and demolition will be required. The garage on <br /> the lot is detached and was constructed approximately 25 years ago and appears to be in fair <br /> condition. Due to the condition of the garage and the possibility of reducing additional costs <br /> associated with the demolition, staff has contacted 5 building movers for the purposes of <br /> removing the garage from the property. The city has received only one proposal from Able <br /> Building Movers (see attached). The proposal is to remove the garage from the property and <br /> out of the city at no charge. <br /> Hazardous Materials <br /> Prior to the purchase of the property, staff arranged for a Hazardous Materials Survey be <br /> conducted on the property(as required by the HRP policy). The survey revealed evidence of <br /> asbestos in the floor and ceiling tiles and estimated an abatement cost of approximately$1,500. <br /> Well Sealing <br /> Due to the age of the home, it would suggest that a well is located on the property. However, <br /> Ramsey County and the State of Minnesota do not have records of a well being properly sealed <br /> and capped on the property. The owner also indicates that he is unaware of a well located on <br /> the property. Staff will conduct an inspection to verify whether a well exits on the property. The <br /> well sealing may be conducted as part of the demolition. <br /> Demolition Requests for Proposal <br /> Staff would recommend that the City contract with a demolition company for any required <br /> demolition, hazardous materials abatement, and well sealing. The demolition company could <br /> then determine the best way to handle the garage. This would reduce risk to the city. <br />
