RESOLUTION NO. 5306 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION AUTHORIZING THE ACQUISITION OF A USE-DEED APPLICATION <br /> FROM RAMSEY COUNTY FOR DRAINAGE PURPOSES ON A TAX-FORFEIT <br /> PROPERTY, SPECIAL PLANNING CASE NO. SP-068-99. <br /> WHEREAS, a parcel located within the City of Mounds View has been identified by Ramsey <br /> County as being a tax-forfeit property, said property being legally described as follows: <br /> Lot 3, Block 3, Greenfield Ponds <br /> WHEREAS, Said parcel is unimproved and is situated within a flood plain, as indicated by the <br /> Federal Emergency Management Agency's Flood Insurance Rate Map, community panel number <br /> 270379-0001C; and, <br /> WHEREAS, the Local Water Management Plan for the City of Mounds View designates this <br /> parcel as being wetland; and, <br /> WHEREAS, the official wetland zoning map for the City of Mounds View indicates the subject <br /> parcel to be within a wetland; and, <br /> WHEREAS, the subject parcel performs a vital hydrlogical function in the City's drainage <br /> system by providing nearly a half-acre of pervious surface and natural area over which stormwater <br /> runoff can be filtered and absorbed; and, <br /> WHEREAS, the subject parcel acts as a natural buffer between the physical improvements <br /> present on both Edgewood Drive and Bona Road and the open waters of the Greenfield Pond <br /> wetland; and, <br /> WHEREAS, the City Engineer and the Director of Public Works both recommend that the <br /> City obtain a perpetual use-deed for the above-referenced, tax-forfeit property for drainage purposes. <br /> NOW, THEREFORE, BE IT RESOLVED,that the Mounds View City Council authorizes <br /> staff to apply for and obtain a use-deed for drainage purposes over the 20,019 square-foot, tax- <br /> forfeited property legally known as Lot 3, Block 3, Greenfield Ponds. <br /> Adopted this 25th day of January, 1999. <br /> Dan Coughlin, Mayor <br /> ATTEST: <br /> Charles S.
