Problem Statements <br /> page 2 <br /> Infectious Disease cont'd <br /> 15. Children and adults in Ramsey County are not being fully immunized against vaccine preventable <br /> diseases. This is particularly true in the low income and Asian populations. <br /> 16. The number of persons with HIV infection in Ramsey County is growing, with potential for increased <br /> spread of disease. At the same time there is a decreased perception of HIV/AIDS as a major heath <br /> problem. <br /> Mental Health/Mental Illness <br /> 17. There are an increasing number of reports of destructive behaviors by youth (such as eating <br /> disorders and suicide attempts) due to poor self esteem, self worth, and body image. <br /> 18. There is a lack of services for children's mental health care and a lack of access to those services <br /> that exist. <br /> Pregnancy and Birth <br /> 19. There is an increasing number of low birth weight infants due to late entry into prenatal care as well <br /> as smoking, alcohol and drug use during pregnancy. African American infants have the highest rate <br /> of low birth weights of all racial groups. <br /> 20. Infant mortality rates are increasing particularly for African American and American Indian infants. <br /> 21. Ramsey County women are initiating and sustaining breastfeeding at a rate lower than state and <br /> national goals. <br /> Service Delivery Systems <br /> 22. There is gap between Minnesota goals and the current number of people in Ramsey County who <br /> have access to medical, dental and mental health care. <br /> 23. There is a lack of capacity and resource devoted to researching and developing solutions to public <br /> health issues in Ramsey County. <br /> Unintended Injury <br /> 24.There is an increased risk of unintended injury or death due to personal risk taking behaviors such as <br /> drinking and driving, seat belt and helmet non-use. The risk is increased by family and community <br /> norms and lenient public policies that view these risk taking behaviors as acceptable. <br /> 25. Motor vehicle crashes remain the leading cause of death for persons ages 1-24 years. <br /> 26. There is an unacceptable number of children and elderly persons experiencing unintended injuries <br /> caused by falls. <br /> (,Unintended Pregnancy <br /> 27.The percentage of births to adolescent mothers in Ramsey County is increasing, and is higher than <br /> for any of the other seven metropolitan counties. The highest teen birth rates are in the African <br /> American and Native American teens. <br /> Violence! <br /> 28. There is an increasing number of children experiencing chronic neglect due to ineffective parenting <br /> and families experiencing chronic stress. <br /> 29.
