RESOLUTION NO. 5357 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION ADOPTING THE STREETS COMMITTEE <br /> RECOMMENDATIONS FOR FUTURE RECONSTRUCTION PROJECTS <br /> WHEREAS, the City Council of the City of Mounds <br /> View in 1998, appointed a Streets Committee to review the City <br /> street reconstruction policies, operating practices, assessment <br /> policies and the City' s ability to finance future projects and; <br /> WHEREAS, the Committee ' s final report has been <br /> accepted by the City Council, approving the recommendations and; <br /> WHEREAS, the first recommendation is, the standard <br /> from which to start considering a street improvement should be <br /> based on the current design of the street and; <br /> WHEREAS, the second recommendation is, streets <br /> should be designed to provide a safe driving surface, but no <br /> wider than necessary to minimize the amount of impervious <br /> surface. The city will consider all drainage options and; <br /> WHEREAS, the third recommendation is, determine <br /> the concerns of the residents who are involved in the project <br /> through a city sponsored questionnaire and follow up with <br /> additional informational meetings with those residents before <br /> Council approves action. The feasibility study is to incorporate <br /> the residents ' issues and concerns and; <br /> WHEREAS, the fourth recommendation is, the City <br /> integrates a flexible 18 to 36 month time schedule for street <br /> reconstruction projects prior to final approval and; <br /> WHEREAS, the fifth recommendation is, integrate <br /> certifying our MSA road system as complete into the City' s <br /> overall project improvement plan and; <br /> WHEREAS, the sixth recommendation is, the City <br /> considers bonding and / or creating interest bearing only funds <br /> to contribute toward the City' s share of reconstruction costs <br /> and; <br /> WHEREAS, the seventh recommendation is, reduce the <br /> property owners ' assessment from 506 to 20-256 on the <br /> reconstruction project and; <br /> WHEREAS, this Resolution will replace and nullify <br /> Resolution No.4825, Resolution amending Resolution No. 4821, <br />
