Item No. io8 <br /> Staff Report No. <br /> Meeting Date: August 23, 1999 <br /> Type of Business: PH& CB <br /> WK: Work Session;PH:Public Hearing; <br /> CA:Consent Agenda;CB:Council Business <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor & City Council <br /> From: James Ericson, Planning Associate <br /> Item Title/Subject: Public hearing and consideration of a conditional use permit <br /> request for an assisted living senior residential facility and <br /> rezoning of property located at 2670 County Road I <br /> Date of Report: August 20, 1999 <br /> Background: <br /> MSP Real Estate has made application to rezone the vacant Kraus-Anderson property located at <br /> 2670 County Road I from B-2, Limited Business Commercial, to R-4, High-Density Residential, <br /> and for a conditional use permit to construct and operate an assisted living senior residential <br /> facility. According to the applicant, the anticipated residents would be elderly and unable to care <br /> for themselves, some of whom may have Alzheimer's Disease or other forms of elderly dementia. <br /> The proposal would fall under the zoning requirements as outlined in Section 1109.04, <br /> Subdivision 2, pertaining to "Nursing homes and other similar group housing". Attached is a <br /> statement of intent from the applicant along with a proposed site plan for the development for <br /> your review. <br /> Planning Commission Action: <br /> After holding a public hearing and reviewing this request at four of its meetings, the Planning <br /> Commission voted on August 18, 1999, to recommend to the City Council that the requested <br /> conditional use permit be approved, that the rezoning be approved, and that an ordinance <br /> amending the Code pertaining to such uses also be approved. The Planning Commission's <br /> resolution, Resolution No. 584-99; the rezoning ordinance, Ordinance 631; and the amending <br /> ordinance, Ordinance 639; are all attached for Council review and consideration. <br /> Rezoning Discussion: <br /> The existing Comprehensive Plan for the City of Mounds View designates the subject property as <br /> an area intended for mixed-use planned-unit development. The comp plan is in the process of <br /> being updated, although the proposed land use designation for this area would remain the same. <br /> Either the present B-2 zoning or the R-4 zoning would be consistent with this designation. The <br /> present zoning of the parcel, which is across the street from Silver View Park and the Silver Lake <br /> Woods townhome development, would allow a commercial use with related traffic flows to <br />
