4 <br /> ORDINANCE NO. 600 <br /> • <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> AN ORDINANCE AMENDING CHAPTER 202, SECTION 202 . 09 OF THE <br /> MOUNDS VIEW MUNICIPAL CODE VIEW ENTITLED "PUBLIC IMPROVEMENTS" <br /> The City of Mounds View ordains : <br /> SECTION I Chapter 202 . 09, Subd 2 of the Mounds View <br /> Municipal Code is amended to read: <br /> Subd.2 Improvement Type and Apportionment of Cost : <br /> a. Street Reconstruction Including Curb and Gutter. <br /> The cost of street reconstruction shall be recovered by <br /> the adjusted front footage method. The front footage <br /> rate shall be determined by dividing the project cost by <br /> the total number of adjusted front feet in the project <br /> area x the individual adjusted front footage x one-half <br /> ('2) . The assessments per adjusted front foot may vary <br /> depending on the underlying zoning of a parcel . <br /> Assessments for residential properties which are on <br /> collector or arterial streets, (MSA) shall be assessed for <br /> % of the pavement surface equally divided by both <br /> sides of the street. shall be adjusted so that the amount <br /> of the assessment shall be the same as if the project <br /> were constructed to residential street standards . <br /> a.l. Residents requesting Curb and Gutter installation <br /> on a construction project will be assessed % of the <br /> total cost of the Curb and Gutter which will include <br /> engineering, additional •removals, base and all other <br /> associated expenses. <br /> a.2 . % of the turn back funds received from Ramsey <br /> County will be applied to the new construction or <br /> pavement cost of the road that was received. <br /> The remaining cost shall be recovered by means of the <br /> general ad valorem property tax paid by the entire <br /> community or by other funds that may become available to <br /> the City for infrastructure cost recovery. <br /> b. Street Resurfacing. Street resurfacing is commonly <br /> known and referred to as street overlaying whereby a new <br /> bed of road material such as bituminous is installed over <br /> an existing paved road to a specific thickness . <br />
