' <br /> What is the I-35W Coalition and how is it organized? <br /> The I-35W Corridor Coalition is a group of seven northeastern suburban communities <br /> located within the North Metro I-35W transportation and employment shed. In Decem- <br /> ber 1996, the communities of Arden Hills, Blaine, Circle Pines, Mounds View, New <br /> Brighton,Roseville, and Shoreview entered into an agreement that allows the cities to <br /> act jointly to help shape the future of this subregion. <br /> The Coalition is led by a 14-member Board of Directors—the mayor and city manager <br /> or administrator from each community—each with one vote. It is assisted by a Com- <br /> munity Development Directors Committee, which has one development director from <br /> each member city. <br /> Under the Community Partners Program, businesses and organizations may join as <br /> non-voting members. <br /> Why has it formed? <br /> The Coalition has a broad and multifaceted work program, directed to resolving con- <br /> temporary issues facing municipal governments in the Twin Cities metropolitan region. <br /> Among the concerns shared by individual Coalition communities are: <br /> • rising congestion on regional and local transportation networks; <br /> • changing demographics; <br /> • aging housing stock that is losing its marketability; and <br /> • shifting economic development patterns and needs. <br /> The operating assumption is that these issues are not confined to municipal boundaries <br /> and, thus, are best addressed and resolved through cooperative action. <br /> What unifies these seven communities? <br /> The seven member communities of the Coalition share more than just an association <br /> with North I-35W—they are part of a subregional setting that has been shaped by com- <br /> mon geography,patterns of movement,economics,and cultural connections.'
