The impetus for this reas- • �� 0 D <br /> sessment is based on emerging research ��yj ""?` ' , <br /> which suggests that through each stage of ,` `' <br /> human development, from childhood to old moiAihr <br /> age,individuals require built-in support from <br /> the surrounding neighborhood environment410 s /ar <br /> to produce healthy outcomes. Q <br /> 4 <br /> 11 <br /> Currently, outcome measures for this ap- <br /> proach include: school achievement,family ___ - , <br /> formation and stability, labor market suc- <rt":/ <br /> cess—getting and keeping a job—youth be- <br /> havior patterns, community stability, and Increase Human Development <br /> public health measures. The human devel- Systems and Civic Processes <br /> opment"infrastructure"that supports these outcomes includes:housing,economic and <br /> educational opportunities, physical design, human services, and civic capacity. <br /> Because municipalities take actions that impact each of these elements, cities are di- <br /> rectly linked to the human development of their residents. The immediacy of this link- <br /> age suggests that cities need to understand clearly: <br /> • the role they can play in strengthening this infrastructure; <br /> • the constructive actions they can take; <br /> • the partnerships they can form to enhance their efforts; and <br /> • the outcomes or indicators that will measure their progress. <br /> The Coalition is developing a process in which outcome categories such as Public Safety, <br /> Education, or Public Health are assigned quantifiable goals that describe a healthy or <br /> sustainable community. From this process,the Coalition will have a tangible means for <br /> articulating its vision for the subregion and for measuring its success in reaching that <br /> vision.
