Mayor Coughlin stated this was also his <br /> understanding. <br /> MOTION/SECOND: Marty/Thomason. To Approve the First Reading of Ordinance No 637, an <br /> Ordinance Amending Chapter 10089 (Signs and Billboards) of the Mounds View Municipal <br /> Code Pertaining to Permitted Signage in PF Public Facilities and CRP Conservancy, Recreation, <br /> Preservation Zoning Districts, Planning Case SP-073-99. <br /> Ayes—4 Nays—0 Motion carried. <br /> Council Member Stigney stated that he believed this item should stand alone, and it appeared to <br /> him that it is being modified at this time. He stated he would like to see any modifications that <br /> are different from this ordinance, handled separately, and not as a part of this ordinance. <br /> Mayor Coughlin stated this could be addressed upon the Second Reading and if necessary, it can <br /> be amended at that time. <br /> Council Member Stigney stated that if the wording was going to expand to allow billboards at <br /> the golf course, he objected to at this time. He added he was in favor of approving the First <br /> Reading of the ordinance, as it is presently written. <br /> C. Public Hearing and Second Reading of Ordinance No. 640, an Ordinance <br /> Amending Title 900, Chapter 902 Relating to Driveways and Repealing <br /> Provisions of Chapter 902 Relating to Street Openings <br /> Mayor Coughlin opened the Public Hearing at 8:30 p.m. <br /> There was no public input. <br /> Mayor Coughlin closed the Public Hearing at 8:31 p.m. <br /> Mayor Coughlin stated that one of the first volatile episodes with the Council was the discussion <br /> of curb cuts and corner lots. He stated the spirit of this issue is in regard to the sections being <br /> removed from this Chapter, due to the addition of the undergrounding. He stated he thought it <br /> would be more efficient, and would save the City both time and money to incorporate the <br /> discussions of curb cuts into this Chapter. He added he was in favor of approving the First <br /> Reading of this ordinance, as written. He stated, however, he would request the Council direct <br /> staff to include the curb cut discussions and related issues from earlier in the year, into the <br /> language, to provide that the same ordinance does not have to go through the entire process <br /> again. <br /> City Administrator Whiting explained that this item was the Second Reading of this ordinance, <br /> and any changes should be made prior to the vote. <br /> Mayor Coughlin stated he would then request the Council continue this matter until a later <br /> meeting for final approval. <br />
