Item No. <br /> Meeting Date: September 27, 1999 <br /> Staff Report No. <br /> Type of Business: CA <br /> WK: Work Session;PH:Public Hearing; <br /> CA:Consent Agenda;CB:Council Business <br /> Mounds View EDA Staff Report <br /> To: Mounds View City Council <br /> From: Kevin Carroll, Economic Development Coordinator <br /> Item Title/Subject: Proposed Joint EDC/EDA/Public Meeting Regarding Tax <br /> Increment Financing <br /> Date of Report: September 23, 1999 <br /> As you know, the EDA has directed the Economic Development Commission to study the City's tax <br /> increment financing [TIF] policies and programs, and to recommend whatever changes or <br /> modifications the EDC believes will be in the City's best interests. <br /> The EDC began its analysis of this topic at its meeting on August 26, 1999. There was general <br /> agreement that the EDC's work should begin with a review of relevant facts and data regarding the <br /> City's "pre-TIF" commercial and industrial tax base and the impact(to date)that TIF-related <br /> development projects have had upon that tax base. It was also generally agreed that this information <br /> should be presented in format that would allow the EDC, the EDA and interested members of the <br /> public to hear and benefit from the same information at the same time. It was suggested that the <br /> EDC and the EDA schedule a joint meeting for this purpose, and that the meeting be well publicized <br /> in advance so that residents and business owners could be made aware of this opportunity to learn <br /> more about this important topic. <br /> The EDC members and City staff believe that an evening meeting would be preferred, and that a <br /> Thursday night would be as good as any, and that an effort should be made to limit the meeting to <br /> two hours. The first part of the meeting would be devoted to a [hopefully interesting and <br /> entertaining] staff presentation regarding "the history of TIF in Mounds View," and the second half <br /> would be devoted to a question-and-answer session and/or possibly one or two guest speakers. <br /> At the September 20, 1999 work session the City Council/EDA indicated that October 21, 1999 was <br /> a good day to hold the meeting. <br /> ACTION TO BE CONSIDERED: <br /> Motion to set a Joint EDC/EDA meeting for October 21, 1999 from 7 PM to 9 PM. <br /> Kevin Carroll (612-717-4029) <br /> Economic Development Coordinator <br />
