RESOLUTION NO. 5369 <br /> A RESOLUTION ESTABLISHING CABLE TELEVISING OPERATING POLICIES <br /> FOR CITY OF MOUNDS VIEW CITY MEETINGS <br /> WHEREAS, the Mounds View City and the Mounds View Cable Television Committee have <br /> discussed the merits of a policy for camera use and televising of city meetings; and <br /> WHEREAS,the Council and Committee have reached an agreed upon set of operating policies; <br /> BE IT NOW RESOLVED,that the Mounds View City Council approves the following <br /> operating policies for all future televised city meetings: <br /> Policies for Cablecasting Meetings of the Mounds View City Council <br /> And Designated Commissions of Government <br /> Procedural Policy <br /> 1. The Technical Director is responsible for camera coverage of the meeting. <br /> 2. All meetings will be covered "gavel-to-gavel,"which includes everything that transpires <br /> between the official convening and adjournment by the meeting chairperson. <br /> 3. Members of the public who wish to address the convening body are required to present <br /> their remarks at the podium or at a microphoned area provided. <br /> 4. The Mayor or presiding officer is responsible for directing members of the audience in <br /> the correct use of the podium microphone or speaking area. <br /> Technical Policy <br /> 1. Camera shots will be framed to include only the person who is speaking. <br /> 2. Wide shots of the meeting may be used to briefly punctuate camera coverage of long <br /> statements or reports. <br /> 3. Pauses between shots are necessary to accommodate the time for the Technical Director <br /> to choose the next shot and for the wall-mounted automatic camera system in the Council <br /> Chamber to go from one shot to another. <br /> 4. Camera shots of citizens addressing the council, commission or committee may include <br /> members of the audience, but they are seen only as background to the speaker at the <br /> podium or microphoned area. <br /> Mounds View Cable Committee <br /> September 14, 1999 <br />
