She stated she received correspondence from the Rice Creed <br /> Watershed District, which indicated the entire lot was subject to drainage easement, which meant <br /> that no fill material or structures could be placed upon it. She provided the Council with a copy of <br /> that correspondence. <br /> Ms. Gryzmala stated she had obtained a copy of the plat map, shortly after moving to the property. <br /> She stated this map contained the language "have caused the same to be surveyed, platted, and <br /> known as Edgewood Square, and do hereby dedicate to the public for public use forever, the <br /> drainage and utility easements, drive circle, and the road shown as the plat." She stated Marcellias <br /> Haselius, the property owner, had signed this document, on April 15, 1983. <br /> Ms. Gryzmala inquired why Mrs. Haselius was not present at the meeting. She stated she had <br /> attended every other meeting regarding this matter. She stated that Mrs. Haselius had never spoken <br /> openly regarding her feelings on the matter, and it was her understanding that it had just recently <br /> come to her knowledge that she is the owner of the property and stands to make some money out of <br /> it. <br /> Lisa Gilpin, 2358 Pinewood Circle, stated that she had challenged the Planning Commission and <br /> would challenge the Council to look at the area, and tell her where the wetland starts and where it <br /> ends. She stated that this was not possible. She stated that during the school year, she spent a <br /> number of hours volunteering, and speaking about the environment. She stated she believed if they <br /> were going to tell the children about the importance of the wetland, it was their responsibility to <br /> make their words stand for something. She stated rather than being willing to give up their <br /> convictions, they should make their words mean something. <br /> Barb Liukkonen, 2367 Pinewood Circle, stated she opposed this development. She stated, while <br /> it is not in the wetland as delineated by the Soil and Water Conservation District and the Rice Creek <br /> Watershed District, it is within the 100-foot buffer, therefore, to say there would be no impact to the <br /> wetland, she believed was incorrect. She stated all of the oak trees in that area will have to be <br /> removed to construct the houses, and the vegetation will be disrupted and destroyed. She stated the <br /> natural drainage patterns would also be disrupted. She stated there would be an impact upon the <br /> wetland, even if the buildings were not constructed within the official wetland delineation. She <br /> stated they were within the 100-foot buffer, which is recommended to protect wetland areas. <br /> Terry Lulf, 2365 Pinewood Circle, stated he was a new resident to the area. He stated his property <br /> was adjacent to the proposed building site. He stated he had been affectionately dubbed the "Pit <br /> Boy,"because of the pit in his backyard. He stated, in his understanding,his home had been vacant <br /> for at least two years, and some of his neighbors indicated they were not sure if anyone would ever <br /> be interested in purchasing the property. He stated the property currently meets his needs, however, <br /> he was not in favor of the proposed construction,which would be adjacent to his property, and would <br /> utilize another backyard pit.
