September 9, 1999 <br /> To: Honorable Mayor and City Council <br /> From: Chuck Whiting, City Administrator <br /> Re: September 13, 1999 City Council Meeting <br /> The agenda looks a little heavy but as I can attest, that first day back after some time off can be <br /> that way. Here's what we have for Monday night: <br /> 10. A. Public Hearing and Second Reading of Ordinance 635 re: Regulation of Right of <br /> Way Facilities: The Council is familiar with this ordinance as being the one of the three right of <br /> way related ordinances discussed since early summer. No copy of the ordinance is included in <br /> your packet. Council members wanting to see one can call the office for one. Otherwise this <br /> should be the same as the last one given Council. After the public hearing, the Council will need <br /> to vote to approve the ordinance in a roll call vote. <br /> 10. B. Public Hearing and First Reading of Ordinance 637 re: Signage Standards: The staff <br /> report from Community Development will review this for the Council. If there are interested <br /> residents or if the Council seeks to make changes to the proposed ordinance change, I would <br /> suggest continuing the public hearing to the next meeting at which the second reading of the <br /> changed ordinance would be presented. <br /> 10. C. Public Hearing and First Reading of Ordinance 640 re: Changes to Driveways and <br /> Street Openings: Council should also be familiar with this ordinance as it too stems from past <br /> discussion on rights of way and the driveway entrance concerns of last spring. Again, the new <br /> ordinance is not included in your packet as it has not changed, but call if you need a copy. <br /> 10. D. Public Hearing and First Reading of Ordinance 639 re: Conditional Use Changes in <br /> R-4 and R-5 Districts: The staff report from Community Development will review this for the <br /> Council. If there are interested residents or if the Council seeks to make changes to the proposed <br /> ordinance change, I would suggest continuing the public hearing to the next meeting at which the <br /> second reading of the changed ordinance would be presented. <br /> 10. E. Resolution 5370 re: Changing and Shower Rooms at the Community Center: This <br /> resolution will allow Terri to move on pursuing bids for this improvement at the Community <br /> Center with the affirmation of the Council. Final approval of a bid will still need to be approved <br /> by the City Council later. <br /> 10. G. Resolution 5365 re: Wetland Buffer Permit at 6991 Pleasant View Drive: The Council <br /> has seen this property before. The Community Development memo can give the details but it <br /> appears this permit is needed in order to construct the house on the lot. Council members may <br /> want to take note of the differences between this resolution and the next agenda item. <br />
