City Code Section 1010.08 establishes that any work occurring <br /> within a wetland zoning district--which encompasses the wetland itself as well as a 100-foot <br /> buffer, requires either a buffer or alteration permit. For this lot, the buffer line extends up to the <br /> street. As is the case with many of the lots along the east side of Pleasant View Drive, 6991 <br /> Pleasant View falls completely within the wetland zoning district. <br /> Discussion: <br /> 6991 Pleasant View Drive was purchased by the City of Mounds View through its Housing <br /> Replacement Program in January of 1999. The existing home was demolished in April and the lot <br /> restored in preparation for another home. Vista Construction won the right to build on this lot <br /> and is eager to begin, having submitted building plans to the City. <br /> Because of the presence of the wetlands, a buffer permit is also required. The actual wetlands will <br /> not be impacted by this construction, as the building site is on a bluff and the wetlands--a creek <br /> and the surrounding lowlands--are at the bottom of the bluff, an elevation difference of as much as <br /> 15 feet. (See the attached contour map of the area.) <br /> The attached survey shows the drainage flows for this lot, as indicated by the arrows. The house <br /> will be situated toward the back of the elevated bluffed area to allow for walkout access from the <br /> home. There is not expected to be any degradation to the wetland or any substantial increase in <br /> the amount of stormwater runoff generated from this new home. <br /> Standards for Approval: <br /> No permit shall be issued unless the City finds and determines that the proposed development <br /> complies with the following standards: <br />
