AUTHORIZING APPLICATION <br /> FOR THE LIVABLE COMMUNITIES DEMONSTRATION PROGRAM <br /> WHEREAS the Cities of Arden Hills, Blaine, Circle Pines, Mounds View,New <br /> Brighton, Roseville and Shoreview, all comprising the Joint Powers Organization known <br /> as the NM I-35W Corridor Coalition(Coalition), are all participants in the Livable <br /> Communities Act's Housing Incentives Program for 1996 as determined by the <br /> Metropolitan Council, and therefore eligible to make application for funds under the <br /> Livable Communities Demonstration account; and <br /> WHEREAS the Coalition and member cities have identified a proposed project within <br /> the multi jurisdictional limits of the Coalition that meets the Demonstration Account's <br /> purpose/s and criteria; and <br /> WHEREAS the Coalition has institutional, managerial and financial capability to ensure <br /> adequate project administration; and <br /> WHEREAS the Coalition members certify that they will comply with all applicable laws <br /> and regulations as stated in the contract agreements; and <br /> WHEREAS the City of has agreed to act as fiscal <br /> agent and administrator for the project contained in the Demonstration Account <br /> application submitted on September 31, 1999; <br /> BE IT FURTHER RESOLVED that the Coalition is hereby authorized to apply to the <br /> Metropolitan Council for this funding on behalf of Coalition members and to execute <br /> such agreements as area necessary to implement the project on behalf of the applicant. <br /> President <br /> Secretary/Treasurer <br />
