Mounds View City Council October 11, 1999 <br /> Regular Meeting Page 2 <br /> Ayes—5 Nays—0 Motion carried. <br /> 5. SPECIAL ORDER OF BUSINESS <br /> A. Council and Staff Rules of Conduct. <br /> Mayor Coughlin stated the Rules of Conduct had been agreed upon during the Council and Staff <br /> Retreat, earlier in the year. Pursuant to discussion at the previous Council Work Session, staff <br /> has prepared a poster board, which indicates the Council and Staff Rules of Conduct as follows. <br /> 1. Respect and do not abuse each other. <br /> 2. Practice the Golden Rule in all of your interactions. <br /> 3. Appreciate the value of each team member. <br /> 4. Communicate the"whys" or the reasons behind comments and decisions. <br /> 5. Accept people's limitations, and be willing to learn from failure and <br /> mistakes. <br /> 6. Have realistic expectations and demonstrate patience. <br /> 7. Follow the chain of command at all levels, with the Mayor being seen as the <br /> leader of the Council, and the Administrator as the leader of the staff. This <br /> does not pertain to information for information sake only interactions. <br /> 8. Identify and prioritize issues and clearly state direction and goals desired <br /> relative to these issues. <br /> 9. Tell the"painful"truth in all interactions, and be candid. <br /> 10. Keep a sense of humor and find enjoyment in what we do in our interactions <br /> with each other,in as much as we possibly can. <br /> Mayor Coughlin executed the document, and presented it to the Council and staff for their <br /> signatures. <br /> Council Member Marty commented that Council and staff had discussed quarterly meetings in <br /> regard to the Rules of Conduct, and suggested the first of these meetings be scheduled in <br /> November. <br /> Mayor Coughlin asked the City Administrator if he had spoken with staff to determine agreeable <br /> dates for this meeting. <br /> City Administrator Whiting stated he would speak to staff the following day, however, staff <br /> would make themselves available at the convenience of the Council. <br /> Mayor Coughlin noted it was the consensus of Council and staff to hold quarterly meetings, in an <br /> attempt to divert any potential miscommunications. <br /> 6. REPORTS <br /> Council Member Quick had no report. <br /> Council Member Thomason had no report. <br />
