Item No. 9 <br /> Staff Report No. <br /> Meeting Date: 11/1/99 <br /> Type of Business: WK <br /> WK: Work Session;PH:Public Hearing; <br /> CA:Consent Agenda;CB:Council Business <br /> City of Mounds View Staff Report <br /> To: Mayor and City Council Members <br /> From: Rick Jopke, Community Development Director <br /> Item Title/Subject: Comprehensive Plan Update <br /> Date of Report: October 28, 1999 <br /> BACKGROUND <br /> Staff is putting the finishing touches on the first discussion draft of the updated comprehensive plan. <br /> The Planning Commission began its detailed review of the discussion draft on October 27th. The <br /> anticipated process would be for the Planning Commission to complete its review,then hold a <br /> informational community forum,then hold a formal public hearing, and then recommend an updated <br /> comprehensive plan for City Council consideration. The City Council would then approve submittal <br /> to adjacent communities for comment and to the Metropolitan Council for their review. The review <br /> period for adjacent communities is 60 days. The current deadline for submittal to the Metropolitan <br /> council is December 31, 1999. Once the Metropolitan Council review is complete the City would <br /> make any changes that are necessary and formally adopt the plan. <br /> The Planning Commission has expressed concern that because of the upcoming holiday season the <br /> City will not be able to get adequate citizen input if the community forum and public hearings are <br /> held prior to the first of the year. Staff's suggestion is that the Planning Commission should <br /> complete its review and that the draft document be submitted to adjacent communities for review. <br /> The community forum and public hearing could be held in January.
