If the No. 1 contractor could not perform the repair in <br /> the required time period, the second contractor would be contacted, given the same <br /> stipulations. If all three contractors declined to repair the service,No. 1 would be assign <br /> to perform the repair or be penalized. The contractor would be responsible for the repair <br /> only, and not any restoration, as is currently the case with most repairs. <br /> This new policy could save the residents the inconveniences of soliciting quotes for competitive <br /> prices, delays in performing the repair and possibly save tens of thousands of gallons of water, <br /> not to mention the possible damage to other underground utilities and structures. <br /> I'm sure there may be years when few repairs will be performed and years when the revenue <br /> collected will not cover the expenditures for the repairs. Averaging the repairs and year should be <br /> close to breaking even. At some point an adjustment up of down in the fee might be necessary <br /> due to inflation,market labor rates or demand of services. This fund could only be utilized for <br /> residential water service repair and could be expended more that once for any resident.
