Resolution No. 5345 <br /> September 13, 1999 <br /> Page 3 <br /> (3) The structure and site shall have an appearance that will not have an adverse effect upon adjacent <br /> residential properties. <br /> The architectural renderings presented to the Planning Commission and public show a well <br /> designed and aesthetically pleasing building. <br /> (4) The use,in the opinion of the City Council,is reasonably related to the overall needs of the City and <br /> to the existing land use. <br /> The demand for assisted living facilities such as the one proposed is growing to <br /> accommodate an aging population. <br /> (5) The use is consistent with the purposes of the Zoning Code and the purposes of the zoning district <br /> in which the applicant intends to locate the proposed use. <br /> The use would be consistent with the R-4 zoning district, which allows for assisted living <br /> facilities with a conditional use permit. <br /> (6) The use is not in conflict with the Comprehensive Plan of the City. <br /> The Comprehensive Plan designates this area of the City as Mixed Use Planned Unit <br /> Development, which indicates an anticipation for a variety of uses. An assisted living <br /> facility would be consistent with this designation and would also address a goal to offer a <br /> wide range of housing alternatives to a variety of population segments. <br /> (7) The use will not cause traffic hazards or congestion. <br /> It is not expected that this use would create or generate substantial levels of traffic. As such, <br /> it would not be expected that this use would cause traffic hazards or congestion. <br /> (8) Adequate utilities, access roads, drainage and necessary facilities have been or will be <br /> provided. <br /> All of the infrastructure serving this site are installed and provided--no additional <br /> infrastructure will be needed to accommodate this use. <br /> NOW THEREFORE BE IT RESOLVED that the Mounds View City Council does <br /> hereby approve a Conditional Use Permit for an assisted living senior residential facility at 2670 <br /> County Road I as requested by MSP Real Estate, with the following stipulations: <br /> 1. The applicant shall record the conditional use permit with Ramsey County within 60 <br /> days of City Council approval and provide proof of such recordation to the City or <br /> this permit shall become null and void. <br />
