Mounds View City Council <br /> Regular Meeting November 15, 1999 <br /> Page 17 <br /> Mr. Wharton stated this year, there were five different categories, which total $84,000, and the <br /> largest amount of this money, approximately 40 percent, is directed to People and Families in <br /> Need, which includes a $1,200 per month donation to the local Food Shelf. He stated this also <br /> includes food certificates, Christmas and Thanksgiving certificates, and toys donated to families <br /> in need within the community. He explained that toys are given out in the Council Chambers by <br /> a Lion's Club member, who goes out to schools and churches and community action committees <br /> in the area, and obtains the names of children who are needy, contacts their parents, and <br /> determines their ages, and brothers and sisters. He stated all of these children receive a <br /> personalized toy from Santa Claus, by appointment. <br /> Mr. Wharton stated in recent years, the Lion's Club has also begun to fund the middle school <br /> Sale and Ask Programs, which are designed for children with no place to go after school, and <br /> they provide study programs, as well as some service projects. He stated additionally, they are <br /> working with the schools to form a Leo's Club, which is essentially a junior Lion's Club, in the <br /> middle school area. He advised that currently, there are four Leo's Clubs in the southern <br /> suburbs, and they have been quite successful. He stated this is a club where children belong, <br /> perform service projects, and learn how to help their community. <br /> Mr. Wharton stated the Lion's Club's annual Easter Party, which is currently held at the <br /> Community Center, provides treats and games for all of the youth in the community. He pointed <br /> out that in the past year, over 400 children attended the Easter Party. <br /> Mr. Wharton stated he would be happy to answer any question regarding any other charitable <br /> donations the Lion's Club has made. He commented they consider themselves to be a <br /> "Hometown Team," and the majority of the funds they raise remain within the Mounds View <br /> community,primarily to help children and families in need. <br /> Mayor Coughlin thanked Mr. Wharton for his report. <br /> MOTION/SECOND: Marty/Quick. To Approve the Consent Agenda for Items A, B, D, E, and <br /> F as presented. <br /> Ayes—4 Nays—0 Abstain— 1 (Thomason) Motion carried. <br /> Council Member Stigney stated Resolution 5383,pertaining to street funds now indicates that for <br /> the year 2000, at least 1.5 percent of the franchise fee will be used toward future street <br /> reconstruction projects. He stated he would move approval of this resolution with an <br /> amendment, which specifies that 2 percent will be used toward future street reconstruction <br /> projects. <br /> MOTION/SECOND: Stigney/ . To Approve Resolution No. 5383, a Resolution <br /> Creating Streets Fund and Dedication of Portion of Franchise Fee Revenue to Fund, as Amended <br /> to Indicate that 2 Percent Will be Used Toward Future Street Reconstruction Projects. <br /> Motion failed. <br /> MOTION/SECOND: Quick/Thomason. To Approve Consent Agenda Item C as presented. <br />
