December 9, 1999 <br /> To: Honorable Mayor and City Council <br /> From: Chuck Whiting, City Administrator <br /> Re: December 13, 1999 City Council Meeting <br /> We have a number of items on the agenda, most of which the Council should be familiar <br /> with from the work session. Here's a summary for Monday. <br /> 5. A. Recognition of Kristin LaVine, Mrs. Mounds View: Mrs. LaVine will be present <br /> and recognized by the Mayor for her representation of the community in the upcoming <br /> Mrs. Minnesota contest. <br /> 6. A. Y2K Update: As a report, Givonna will brief the Council and community on theā€¢ <br /> City's efforts to make the New Year's Eve holiday an uneventful one, as far as technical <br /> and safety issues go. <br /> 6. B. Report on Council/Administrator Retreat: I will recap the retreat of Tuesday as a <br /> report item. <br /> 7. E. Resolution 5404,Approving Personnel Policies Manual: This item approves the <br /> manual and the collection of policies within it as has been reviewed at work sessions. <br /> Procedurally, such policies being administrative in nature need only to be approved or <br /> changed by resolution. So in doing this, the ordinances pertaining to some of the policies <br /> should be removed and will be done so separately from this action. <br /> 7. F. Resolution 5042, Regarding the Reappointment of Donald Wiski to the <br /> Transportation Advisory Board: Mr. Wiski is an outgoing council member from <br /> Roseville who has served as the chair of the TAB of the Met Council, thereby favorably <br /> representing the north metro region. The North Metro Mayors Association asked for <br /> support in getting him reappointed despite soon being a former council member, hence this <br /> resolution. <br /> 10. C. Continuation of Public Hearing for Tobacco License: Council will recall this as <br /> a carry over from the past meeting. The applicant at that time had not not fully or <br /> accurately completed the application, nor has done so to date. The Council action here <br /> would be to continue the hearing, close it and reject the application. <br /> 10. D. Public Hearing, Second Reading and Adoption of Ordinance 644 Concerning <br /> Billboards: This item is up for its second reading and adoption. As requested, this hearing <br /> was notified in the Focus. <br /> 10. F. Second Reading and Adoption of 2000 Long Term Financial Plan: This is a <br /> requirement of the Charter that corresponds with the budget cycle.
