Item No. /o ,4 <br /> Staff Report No. <br /> Meeting Date: December 13, 1999 <br /> Type of Business: PH& CB <br /> City of Mounds View Staff Report <br /> To: Honorable Mayor & City Council <br /> From: James Ericson, Planning Associate <br /> Item Title/Subject: Public Hearing and Consideration of Resolution 5387, a <br /> Resolution Approving a Conditional Use Permit and <br /> Development Review for Sunrise United Methodist Church, <br /> Located at 7687 Long Lake Road. <br /> Date of Report: December 8, 1999 <br /> Background: <br /> The applicant, Vanman Companies, representing the property owner, Sunrise United Methodist <br /> Church, is requesting approval of a conditional use permit and development review to allow for <br /> the expansion of their Church facility located at 7687 Long Lake Road. The Church has been <br /> located at this site since 1957, having previously met in temporary space at Sunnyside Elementary <br /> in New Brighton. The Church was damaged beyond repair in 1965 after a tornado struck the area <br /> and was completely rebuilt the next year. Sunrise provides day care services for about 45 <br /> children, a service they have been providing since 1981. <br /> The expansion of the existing 13,000 square-foot facility will add approximately 7,500 square feet of <br /> area,to be utilized as additional office space, a kitchen area, multi-purpose space and an expanded <br /> Sunday school area. The worship area will also be expanded and reoriented to accommodate more <br /> seating, increasing capacity from the existing 275 to the proposed 368. <br /> The Planning Commission, at their meeting on December 1, 1999, approved Resolution 598-99 <br /> (attached for your reference)which recommends approval of the requested conditional use permit and <br /> development review. <br /> CUP Discussion: <br /> Sunrise United Methodist Church has been serving Mounds View and the surrounding <br /> communities for 45 years, the last 42 at its present location on Long Lake Road and County <br /> Road I. The existence of the Church predates the first zoning code, and predates the requirement <br /> for Churches to be conditionally permitted in residential districts. <br /> Section 1106.04 of the Zoning Code addresses conditionally permitted uses within the R-1 zoning <br /> district. Subdivision 1 of this Section addresses the specific CUP requirements for Churches, <br /> which are as follows, listed with responses relating to the present Sunrise facility and proposed <br /> expansion: <br />
