EXHIBIT C <br /> CERTIFICATE OF COMPLETION <br /> WHEREAS, the Mounds View Economic Development Authority (the <br /> "Authority" ) and Bridges Leasing Company, LLC, a Minnesota limited <br /> liability company (the "Developer" ) , have executed a Development <br /> Assistance Agreement, dated as of August 28, 1995 (the "Development <br /> Agreement" ) , with respect to the completion by the Developer of <br /> certain improvements (the "Improvements" ) , specifically, an <br /> approximately 30, 000 square foot office/warehouse/manufacturing <br /> facility on certain land (the "Development Property" ) described in <br /> the Development Agreement; and <br /> WHEREAS, said Developer has to the present date substantially <br /> performed its undertakings under the Development Agreement in a <br /> manner deemed sufficient by the Authority to permit the execution <br /> of this certificate pursuant tb Section 3 .4 of the Development <br /> Agreement : <br /> NOW, THEREFORE, this is to certify that the Improvements have <br /> been completed on the Development Property in substantial <br /> conformance with the terms of the Development Agreement . <br /> MOUNDS VIEW ECONOMIC DEVELOPMENT <br /> 410 <br /> AUTHORITY <br /> By <br /> Its <br /> Dated: , 19 <br /> S <br /> 298106.1 C-1 <br />
