UNAPPR 0 VED <br /> EDA Meeting#43 <br /> • September 8, 1997 <br /> Page 2 <br /> 1 road improvements and signalizations. That application is due on October 31st and they will require some <br /> 2 information from Mounds View in order to review the signalization and road alignment. They have indicated <br /> 3 that they would potentially be willing for fund 50%of the signal. To continue the process,SEH is <br /> 4 recommending that the following work be done: <br /> 5 <br /> 6 -a Signal Justification Report; <br /> 7 -a preliminary Road Alignment Plan;and <br /> 8 -a Cooperative Agreement Program for MNDOT to enter into the funding. <br /> 9 <br /> 10 Commissioner Stigney stated he feels if the city has a proposed plan,it would be appropriate to let the residents <br /> 11 know what is going on and obtain their input. <br /> 12 <br /> 13 Ms.Bennett explained that if the city waits,they will not be able to get into the funding cycle with MNDOT <br /> 14 and could lose the possibility of having 50%of the signal funded. She noted that the city can go through the <br /> 15 community process and make modifications in the design between October and May of 1998 but the <br /> 16 information must be in to MNDOT for the Cooperative Agreement cycle by October 31, 1997. <br /> 17 <br /> 18 Commissioner Stigney stated,as proposed,he cannot support this and is opposed to approving a preliminary <br /> 19 road alignment plan. <br /> 20 <br /> 21 Mayor McCarty explained that it is very clear that the city is at a very preliminary stage and that they are not <br /> • 22 even close to being prepared to present anything to the residents. <br /> 23 <br /> 24 Ms.Bennett noted that in October a formal resolution will need to be passed by the EDA and sent to MNDOT. <br /> 25 Once they go through their funding cycle,they would need to come back to the city in the Spring of 1998 to <br /> 26 obtain approval of two additional steps.
