• <br /> 4. Parcel access is especially important to the Highway 10 corridor, where <br /> adjacent businesses desire both visibility and access. A "ring road" <br /> concept defining the City's commercial core centered on Highway 10 may <br /> address opportunities to enhance community focus and improve access. <br /> 5. Land use, both existing and future, is an important ingredient to define <br /> edges adjacent the Highway 10 corridor. The City of Mounds View has <br /> received three major development proposals along the Highway 10 <br /> corridor since December 1996. Future visioning as to how the corridor <br /> will develop should take into account these developments and emphasize <br /> additional redevelopment opportunities to improve edge land uses and <br /> strengthen the corridor's economic vitality. <br /> The Highway 10 design theme study will address these basic areas in determining <br /> an appropriate design theme for the corridor. The design theme will provide a <br /> framework for future projects advanced by the City of Mounds View, other <br /> agencies and the private sector. Specifically, the design theme must: <br /> • <br /> • Serve as a precursor to future design standards to be formulated for the <br /> community guiding future site and development planning. <br /> • Establish a vocabulary of ideas and elements that current development <br /> proposals can incorporate prior to the adoption of formal design standards. <br /> The following images begin to identify specific issues and opportunities to be <br /> focused upon during the study. <br /> • <br /> SRF Consuting Group, Inc. 2 <br />
