EXHIBIT C • <br /> CERTIFICATE OF COMPLETION <br /> WHEREAS, the Mounds View Economic Development Authority (the <br /> "Authority") and The Everest Group, Ltd. , a Minnesota corporation <br /> (the "Developer") , have executed a Development Assistance Agree- <br /> ment, dated , 1997 (the "Development Agreement" ) , with <br /> respect to the completion by the.
