The focus in Mounds View was on design solutions for the Highway 10 <br /> corridor. The course resulted in the development of a"Ring Road"concept which would provide a <br /> io local level road system on either side of Highway 10 between Edgewood Drive and County Road I <br /> One of the key links in the Ring Road is through the O'Neil:property which is located between Long <br /> Lake Road,County Road H.2,and l[ ghway 10. The link would connect a new signalized intersection <br /> at Edgewood Drive and Highway 10 located and a new four way intersection at Mounds View Drive <br /> and Long Lake Road. <br /> At the City Council worksession.ori July 7, 1997,staff requested authorization to use tax increment <br /> funds to complete several tasks related to implementation of the Ring Road through the O'Neil <br /> property and creation of the signalized intersection at Edgewood Drive and Highway 10. These tasks <br /> included: <br /> ■ developing a road alignment and intersection design <br /> ■ <br /> calculating traffic generation aid distribution,so we know how much traffic will flow through <br /> the signalized intersection <br /> ■ preparing a signal sequencing study <br /> a preparing a contour map of the wetland <br /> ■ preparing the applicationto the federal,state and local <br /> agencies for crossing the wetland <br /> Staff has obtained estimates of the cost for doing the above tasks from SEH who acts as the City <br /> Engineer(see attached). The estimates total to$10,500. .Staff is requesting authorization for an <br /> amount not to exceed-$11,000:from tax increment funds which have been,set aside for Highway 10 <br /> redevelopment Staff regards this expenditure as,Critical to'makidg progress on implementing the Ring <br /> Road and to obtaining a signalized inteersec ion at Edgewood Drive and Highway 10. This intersection <br /> would serve not only the theater project but also.City Hall,the Police Dartment;and the Mounds <br />
