CC Memo— Salvation Army
October 6, 1998
Page 2
the development of the park, the Commission recommended that the park not be developed
due to the cost associated with acquiring both parcels.
3. What are the cost implications associated with purchasing and reselling the proposed
property?
The costs associated with acquiring and reselling the proposed lots would include standard
closing costs and legal fees for drafting an agreement between the two parties. All associated
costs to the City for.the purchase and resale of the proposed property may be conveyed to the
buyer.
4. What is the time frame for rezoning the 2 parcels?
The City is obligated to provide a decision to an applicant for a rezoning request within 60
days from the time the application is accepted.
DISCUSSION
The Salvation Army has secured funding necessary for the development of the proposed project and has
secured the acquisition of the 2°a lot owned by Glen Thorpe Realty. The Salvation Army is requesting the
City Council approve the acquisition and resale of the proposed parcel contingent upon the approval of the
rezoning and development review by the City Council. The Park and Recreation Commission has
recommended the City not purchase the lots for the development of a park because the City would need to
acquire a privately owned lot at market rate.
ACTION TO BE CONSIDERED
Provide staff direction for further process in this matter, options may include:
1. Direct staff to draft a resolution for action at the next City Council meeting, which would approve
the purchase and resale of the subject lot to the Salvation Army. The purchase and resale of the
lot would be contingent upon the approval of the Salvation Army's development proposal
including rezoning, variances and development review actions by the City.
2. Maintain the current"use deed"status of the lot until the term has expired providing the City an
opportunity to obtain the lot at a future date.
Steve Dorgan, 'us't g Inspector
717-4023
Attachments: 1)Location Map
2)Project Narrative and Site Plan-Salvation Army
3)Park and Recreation Commission Meeting Minutes
NADATA\GROUPSICOMDE W 4OUSINGISAL VATN\E DA9_8.98
