Included <br /> is the installation of new hockey boards at Hillview Park, new building for <br /> Woodcrest and new picnic tables for City Hall. However, with the new <br /> plans for Woodcrest Park regarding mitigation activities, the park will most <br /> likely become a passive, nature park or open space. Saarion asked whether <br /> or not the Commission would be interested in using Park Improvement <br /> Funds for the planning and improvements to recreation open spaces. <br /> Chair Silvis made a motion seconded by Commissioner Long to approve <br /> staff changing the Long Term Financial Plan for 1999 to exchange the <br /> new building at Woodcrest and instead provide$30,000 for developing <br /> plans and providing improvements to recreational open spaces so that <br /> residents have the opportunity to use and enjoy such open, natural <br /> spaces. Motion passed unanimously. <br /> CONSIDERATION <br /> OF PLAYLOT: The City Council requested the Parks and Recreation Commission to <br /> discuss the potential park use of two parcels of land located at Woodlawn <br /> Dr. and Edgewood Dr. The Parks and Recreation Commission had <br /> reviewed this property issue earlier after the Apartment Managers <br /> • approached the Parks and Recreation Department requesting the <br /> development of this Iand as a playlot. Indications were that the 2 parcels of <br /> land were tax forfeited properties. At this time the Commission had agreed <br /> to consider improving these 2 lots to a grassy area where children of the <br /> apartments could play unorganized soccer, football, softball, etc. The cost <br /> of this improvement would be minimal and on-going maintenance would <br /> include mowing and turf management. However, more recent information <br /> has indicated that one parcel is privately owned and that the City has a use <br /> deed on the other. The Commission discussed the issue and unanimously <br /> agreed that they did not wish to purchase either of the two lots at an <br /> estimated cost of$29,000 each. The area is small and City Hall Park is <br /> within 1/2 block away. Commissioner Starr suggested that if the City chose <br /> to use the property for recreational uses, that the Community Gardens <br /> could be relocated to this area, if it was an approved use for the use deed. <br /> The gardens would fit in nicely because there are so many apartment <br /> residents in the area that may be interested in opportunities to garden. <br /> City Council liaison Sherry Gunn will relay the Parks and Recreation <br /> Commission's ideas regarding this property to the City Council. <br /> ADJOURNMENT: Commissioner Long made a motion seconded by Commissioner Starr to <br /> • adjourn the meeting.
