Mounds View EDA
September 14, 198411
Page 4
2. The Developers' agreement to share the cost of the Phase 1 ESAs;
A. 50/50 cost split
3. A staff recommendation to immediately proceed with asbestos surveys of the
three buildings that would be demolished as part of the Project;
4. The Developers' agreement to share the cost of the asbestos surveys.
These developments will reduce the EDA's costs, facilitate future cooperation with and by the
Developers, and result in environmental information that will be both useful in the DTED
redevelopment grant process and ultimately necessary in connection with the construction of the
planned improvements.
Mayor McCarty returned the floor to the Commission for question.
Stigney asked if the RentAll facility would be staying in Mounds View if they are relocated.
Director Jopke stated there was no definitive answer at this time but indications were that the
owners did want to relocate in Mounds View, possibly in the "Pac" site. •
Stigney stated his opposition to the City paying $550,000 for the RentAll property without any
support from the rest of the players in the Project.
Carroll told the Council that staff has been meeting with representatives of the Metro Transit
who have shown very positives signs about their interest in the RentAll site as a possible location
of a Park'n' Ride facility. The City was hoping, initially,that Metro Transit would be willing to
provide funding for the acquisition and clearing of the site. Indications are now that they maybe
willing to go over and above that, as has been done with other sites that they have acquired.
Preliminary indications are not only would they be interested in helping with the cost of
acquiring and clearing the site, but also paying a prorated portion of the cost of actually
constructing parking, landscaping, lighting and other things that are related to the developing the
portions of the lot they would use. Metro Transit has authorized City staff to proceed with
preparation of a "letter of understanding" which will, when approved, be forwarded to the City
Council for their consideration.
Gunn asked for clarification as to how the cost sharing of the ESAs would be split with the
Developer.
Carroll told the Commission the EDA and the Developer have agreed to split the costs on a 50/50
basis. •
