The city would benefit from participating in the development of the remodeling planbook <br /> through the investment of TIF funds if the planbook specifically stimulates even minimal <br /> remodeling and rehabilitation. The planbook would be an additional resource available to the <br /> residents of the community to assist in quality remodeling of their homes and contribute to a <br /> better sense of community.
