Michael Hegland j jC- <br /> 7604 Spring Lake Road <br /> Mounds View, MN 55112 <br /> January 30, 1998 <br /> Mounds View City Council <br /> Dear Mayor and Council Members, <br /> I and my family have been resident of Mounds View living on Spring Lake Road for 23 years. As a <br /> member of the residents group concerned with the Spring Lake Road/County Road I reconstruction <br /> project, I have spent a considerable amount of effort in trying to understand all the physical, financial, <br /> legal, aesthetic, safety, environmental, and personal issues involved in this project. I have concluded, as <br /> have many of my neighbors, that the existing policy is inadequate to address all these issues. Therefore I <br /> respectfully request that the Mounds View City Council would seriously consider the following <br /> recommendations in their endeavor to devise an improved road reconstruction policy for the city. <br /> 1. Establish a capitol improvement plan based on a minimum cost direct replacement approach <br /> that defines road improvements for the entire city projected over at least a 20 year cycle. <br /> 2. With the intent of minimizing the aesthetic, environmental, and financial impact of the project on <br /> the community and in particular the neighborhood that is directly effected. I suggest that a direct <br /> replacement approach be adopted. All the existing features of road width, load rating, speed limits, <br /> parking and runoff control should be maintained. <br /> 3. Starting from the direct replacement baseline, any suggested changes such as increased street <br /> width, increased load rating, increased speed limits, changing parking status, adding curb and <br /> gutter, changing storm sewer, or adding sidewalks or bike lanes must be communicated to the <br /> property owners/tax payers directly effected. This communication must include a complete and <br /> accurate itemized cost and assessment estimate. <br /> 4. For any of the communicated changes to be added to the direct replacement baseline proposal. A <br /> majority (over 50%) of the assessed property owners/tax payers assessed for the improvement must <br /> make a written request for each feature to be added and agree to the increased assessed cost that it <br /> represents. <br /> I request that these suggestions would be taken into consideration along with those submitted by other <br /> members of the Spring Lake Road/County Road I residents group. I believe that a revised policy that <br /> encourages the preservation of our neighborhood aesthetics and includes incentives to minimize project <br /> costs will begin to restore confidence and trust in Mounds View City government and eliminate the <br /> conflict which we have all been experiencing. <br /> Michael Hegland <br />
