Rule 7829.2400 <br /> Dear Sir or Madam: <br /> On December 2, 1997, Northern States Power Company - Gas Utility ("NSP Gas" or <br /> "the Company") filed an application with the Minnesota Public Utilities Commission <br /> ("Commission") requesting approval of a general increase in NSP's rates for natural <br /> gas service to customers in the State of Minnesota. NSP Gas requested a final rate <br /> increase of approximately $18.5 million, or 5.51 percent. <br /> The Commission recently issued a Notice and Order for Hearing setting the rate case <br /> for a contested case proceeding before the Office of Administrative Hearings. On <br /> January 22, 1998, the Commission voted to authorize NSP Gas to collect an interim <br /> rate increase of$13.9 million annually, effective February 1, 1998, subject to the <br /> outcome of the contested case proceedings. If the final rate increase approved by the <br /> Commission is less than the interim increase, NSP Gas would issue refunds plus <br /> interest to affected natural gas customers. The Commission will issue a final decision <br /> by October 2, 1998. <br /> Pursuant to Commission Rule 7825.2400, Subp. 3, attached please find a copy of the <br /> NSP Gas "Notice to Counties and Municipalities" describing the proposed NSP Gas <br /> rate increase and the interim rate increase approved by the Commission. Also <br /> attached is a copy of the Commission's Notice and Order for Hearing. <br /> A Prehearing Conference with Administrative Law Judge (AU)Richard Luis is <br /> scheduled for Wednesday, February 4, 1998, at 9:30 a.m. The purpose of the <br /> Prehearing Conference is to set the schedule and procedures for the contested case <br /> hearings. You may attend the prehearing conference -- it is a public meeting -- but <br /> are not required to attend unless you plan to be a party in the contested case litigation. <br />
