He explained that it simply <br /> 2 adds the following paragraph to the already existing Noise Ordinance: <br /> 3 <br /> 4 c. Stereos, Radios, Tape Players, Disc Players, Etc.: Operation of a stereo, radio, tape player, disc player <br /> 5 or any such device at any time in a motor vehicle in such a manner as to be plainly audible at a distance of <br /> 6 fifty(50)feet from the vehicle shall be prima facie evidence of a violation of this Section. <br /> 7 <br /> 8 With no comments from the public on this Ordinance,Mayor McCarty closed the Public Hearing at 7:20 <br /> 9 p.m. <br /> 10 <br /> 11 MOTION/SECOND: Koopmeiners/Gunn to Approve the First Reading of Ordinance No.612,Relating to <br /> 12 Noise Control Regulations and Amending Title 600, Section 607.07, Subdivision 2 of the Mounds View <br /> 13 Municipal Code. <br /> 14 <br /> 15 ROLL CALL VOTE: <br /> 16 <br /> 17 Council member Koopmeiners: aye <br /> 18 Council member Gunn aye <br /> 19 Council member Stigney aye <br /> 20 Mayor McCarty aye <br /> 21 <br /> 22 Motion Carries-(4-0) <br /> 23 <br /> 24 B. 7:10 p.m.-Ordinance No. 613,Relating to Animals and Animal Control and Amending Title 700, <br /> 25 Section 701.03,Subdivision 1,Subdivision 7,and including a New Subdivision 16 in the Mounds View <br /> 26 Municipal Code. <br /> 27 <br /> 28 Mayor McCarty opened the Public Hearing at 7:21 p.m. <br /> 29 <br /> 30 Police Chief Ramacher explained that Ordinance 613 will change the defmition of Dogs Running at Large <br /> 31 and will change the impound period from 3 days to 5 days. <br /> 32 <br /> 33 With no public input on Ordinance No. 613,Mayor McCarty closed the Public Hearing at 7:22 p.m. <br /> 34 <br /> 35 MOTION/SECOND: Koopmeiners/Gunn to Approve the First Reading of Ordinance No.613,Relating to <br /> 36 Animals and Animal Control and Amending Title 700, Section 701.03, Subdivision 1,Subdivision 7 and <br /> 37 including a New Subdivision 16 in the Mounds View Municipal Code. <br /> 38 <br /> 39 Council member Stigney suggested that Item(4)be added to Subd. 1(a)to read as follows: "4) not <br /> 40 effectively under the direct voice command of the owner on the owner's property." <br /> 41 <br /> 42 MOTION/SECOND: Stigney/McCarty to Amend the Ordinance to include Item(4)under Subd. 1 to read <br /> 43 "4) not effectively under the direct voice command of the owner on the owner's property". <br /> 44 <br /> 45 VOTE ON AMENDMENT: 4 ayes 0 nays Motion Carried <br /> 46 <br /> 47 ROLL CALL VOTE ON ORDINANCE 613: <br />
