This means that they have decided that the City's dropping <br /> of a segment of the ring road essentially erases any type of agreement between Mn/DOT and Mounds <br /> View. In reality, we are not back at ground zero because of all of the work which has been done to <br /> develop a previously approved cooperative effort. <br /> To assist in determining the next steps the City should take, I've tried to put together some <br /> background information to provide a uniform understanding of the development of the project <br /> among the City staff and officials. We have also explored the options which axe open to the City. <br /> Much of the initial discussions with Mn/DOT were done by staff members of Mounds View who <br /> are no longer with the City. We at SEH have been involved in the process at various stages,but not <br /> for the entire process. <br /> Background <br /> The City of Mounds View has approached Mn/DOT on several occasions inquiring relative to traffic <br /> signals at the existing intersection of Edgewood Drive and Highway 10. Mn/DOT has deemedthe <br /> installation of traffic signals not warranted or justified. When the office and theater development <br /> was initially being developed,Mn/DOT was also approached relative to installation of a traffic signal <br /> at either Edgewood Drive or a new median opening to align with the theater entrance. Mn/DOT <br /> again determined that the installation and the median opening would not be justified. <br /> At the same time, the City was independently reviewing a ring road concept which was being <br /> developed through a University of Minnesota design group. It appeared, at least the few meetings <br /> that I was at, that the ring road concept was being accepted as an ingredient to help develop the City <br /> Center concept. <br /> SHORT ELLIOTT <br /> HENDRICKSON INC.
