3535 VADNAIS CENTER DRIVE,200 SEH CENTER,ST,PAUL,MN 55110 612 490-2000 800 325-2055
ARCHITECTURE . ENGINEERING a ENVIRONMENTAL TRANSPORTATION
April 23, 1998 RE: Mounds View, Minnesota
Highway 10 and Edgewood Drive
• SEH No, MOUND9708.00
Mr. Rick Jopkc
Community Development Director
City of Mounds View
2401 Highway 10
Mounds View, MN 55112-1499
Dear Rick:
At a meeting with Mn/DOT on April 21, 1998,Mn/DOT representatives made a comment that the
discussions regarding traffic signals, median opening changes, etc.in the Highway 10 and Edgewood
Drive area are"back at ground zero." This means that they have decided that the City's dropping
of a segment of the ring road essentially erases any type of agreement between Mn/DOT and Mounds
View. In reality, we are not back at ground zero because of all of the work which has been done to
develop a previously approved cooperative effort.
To assist in determining the next steps the City should take, I've tried to put together some
background information to provide a uniform understanding of the development of the project
among the City staff and officials. We have also explored the options which axe open to the City.
Much of the initial discussions with Mn/DOT were done by staff members of Mounds View who
are no longer with the City. We at SEH have been involved in the process at various stages, but not
for the entire process.
Background
The City of Mounds View has approached Mn/DOT on several occasions inquiring relative to traffic
signals at the existing intersection of Edgewood Drive and Highway 10. Mn/DOT has deemedthe
installation of traffic signals not warranted or justified. When the office and theater development
was initially being developed,Mn/DOT was also approached relative to installation of a traffic signal
at either Edgewood Drive or a new median opening to align with the theater entrance. Mn/DOT
again determined that the installation and the median opening would not be justified.
At the same time, the City was independently reviewing a ring road concept which was being
developed through a University of Minnesota design group. It appeared, at least the few meetings
that I was at, that the ring road concept was being accepted as an ingredient to help develop the City
Center concept.
SHORT ELLIOTT
HENDRICKSON INC.
