RESOLUTION NO. 5230 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION CONCERNING ACCESS TO <br /> THE ANTHONY PROPERTIES MANAGEMENT/O'NEIL PUD, <br /> PLANNING CASE 517-98 <br /> WHEREAS,Anthony Properties Management/O'Neil has requested approval of a <br /> Planned Unit Development for the property legally known as: <br /> The Southwest 1/4 of the northwest 1/4 of Section 8, Township 30,Range 23, lying <br /> southwesterly of State Trunk Highway No. 10-62, according to the United States <br /> Government Survey thereof and situate in Ramsey County,Minnesota and all that <br /> part of the northwest 1/4 of the northwest 1/4 of Section 8, Township 30,Range 23, <br /> lying southwesterly of State Trunk Highway No. 10, according to the United States <br /> Government Survey thereof and situate in Ramsey County, Minnesota. <br /> WHEREAS,the above-described property is zoned PUD, Planned Unit Development; <br /> and, <br /> WHEREAS, After numerous public meetings and public testimony, a development stage <br /> plan has been prepared by the developer which minimizes traffic and other impacts on the <br /> surrounding residential neighborhoods; and <br /> WHEREAS, Access to the development site is proposed from Highway 10; and, <br /> WHEREAS,the City of Mounds View proposes to realign Edgewood Drive to align <br /> with the proposed access to theater to create a signalized and safer intersection; and <br /> WHEREAS,Highway 10 is a state trunk highway under the jurisdiction of the <br /> Minnesota Department of Transportation(MnDOT); and, <br /> WHEREAS,MnDOT has refused to approve access to the proposed development site or <br /> the City of Mounds Views's proposed realignment of Edgewood Drive and the signalization of <br /> its intersection with Highway 10. <br /> NOW, THEREFORE, BE IT RESOLVED that the Mounds View City Council <br /> approves the proposed Anthony Properties Management/O'Neil development access plan <br /> including access to Highway 10 at a signalized intersection which lines up with the realigned <br /> Edgewood Drive as shown on the development stage PUD plan. The City Council agrees to fund <br /> the City's portion of the estimated cost(total cost: $630,000; city's share:$442,500; developer's <br /> share:$187,500) of the realignment of Edgewood Drive, traffic signals, median improvements <br />
